Job Description

The role of the General Manager will be to spearhead the growth and development of the PayPal business and brand within the territory, through building relationships with key business partners, representing the business externally and the Russian market internally and leading the local team. The General Manager will also be primarily responsible for PayPal’s regulated entity and for supporting a fully compliant payments service provider in the Russian market.

Travel: 20%+ travel (Domestic and International)

Job Responsibilities:

  • Lead, develop, and grow a high performance team of talented and passionate professionals, who are results driven to take the business forward, ensure compliance with all legal and regulatory requirements and demonstrate superior leadership in line with the PayPal values

  • Execute on the market strategy, secure internal stakeholder agreement and implement ithe strategy externally, recognizing and accommodating the particular needs of the market versus the broader European PayPal model

  • Grow the business, through developing relationships with key partners such as merchants, telcos and banks and securing business development partnerships with such partners

  • Manage relationships with local regulators; working in conjunction with the PayPal local and global compliance, legal and government relations teams, the General Manager will ensure that PayPal meets its legal and regulatory requirements, and maintains strong relationships with the Central Bank of Russia (“CBR”) and all other governmental and regulatory authorities

  • Undertake the duties of Chief Executive Officer (CEO) of the Russia regulated entity (“PayPal RU”), a Non-Banking Credit Institution, which is licensed by the CBR

  • Act as chairman of the Management Board of PayPal RU, providing management and day-to-day oversight of the business and regulatory activities of PayPal RU

  • Represent the Russian business from a regional and PayPal group perspective, working with internal business and functional owners for development of the market and the Russia product and feature set

  • Ensure the operation of a sound risk management, regulatory compliance & financial control framework for the Russian entity, in conjunction with the local & global risk, regulatory & finance colleagues

  • Foster successful working relationships with our internal & external partners – including Braintree, eBay, and Xoom

  • Establishes a productive and collaborative team environment to ensure there is a strong customer focus in all activities of the function at all times

  • Appointment to the role of CEO of the PayPal RU is subject to the prior approval, and continuous oversight, by the CBR. The CEO will be accountable to the CBR for ensuring that PayPal RU operates in compliance with CBR regulations

Experience required:

  • University Degree in related business field, prefably with a MBA

  • Significant and progressive Sr. Leadership level experience in multi-national organisation that includes:

  • Experience in strategy, sales, marketing, business development, account management disciplines

  • leading high performing cross-functional dispersed teams, with the demonstrated ability to motivate and develop such teams

  • Previous experience of working as the CEO or Senior Executive of a Russian business subject to regulation and oversight by the CBR or other regulators preferred

  • Previous experience of direct liaison with regulators, government bodies and other authorities

  • Previous experience in financial services (with a preference for retail banking, credit cards or payment networks) and experience of regulated businesses and dealing with regulaton

  • Proven track record in developing and growing a business to take a substantial share of the market

  • Excellent market knowledge of existing and competing payment products and customer payment habits generally in Russia

  • Wide network of connections within top Government and Financial market segments

  • Must be a strategic thinker, with good problem solving skills and capable of assessing market/business opportunities over near and long-term planning horizons

  • Must be results focused and highly energetic to drive the defined team and organizational goals

  • Ability to lead a diverse team across rapidly changing structures within a high-growth business

  • Given the growth nature of this business, individual must be pragmatic and capable of working in a fast moving and entrepreneurial environment

  • Must have demonstrably strong interpersonal and communication skills (both written and verbal), to include speaking clearly and persuasively in positive or negative situations

  • Passionate about PayPal, will be a strong external ambassador / advocate for the business and will be highly collaborative with the ability to work successfully across teams, regions and functions

  • Analytical with superior problem solving skills over near and long-term planning horizons

  • Strong business understanding and orientation and effectively handles multiple, rapidly changing and conflicting priorities

  • Highly detailed with a systematic approach, sense of responsibility and strong, positive customer focus

  • Financial literacy to manage a P&L

  • Strong international background and mind-set, intercultural sensitivity
