Development and Production International (DPI) is responsible for Statoil’s portfolio of producing assets and planned field developments in all countries outside Norway and US. DPI’s ambition is to ensure industry-leading safety and security performance in all our operations and partner-operated fields, while maximising value from producing fields. DPI oversees business and operations in 17 countries accross six continents. Key development projects are found in Angola, Brazil, Canada, UKCS and Tanzania. Angola produced 206,000 boe/d in 2014 which equals to around 10% of Statoil’s total production. This is the highest oil production in any one country outside Norway.
North-Komsomolskoye is an onshore oil field located on the Western Siberian tundra in Russia. The field has significant in place volumes, but the reservoir is challenging. Statoil and Rosneft have agreed to establish a Joint Venture Company which will be operator for the license. The company is named LLC SevKomNefteGaz (SKN). Statoil will have a 33.33% ownership and several positions in the company. The parties have agreed to start test production in 2018 with the aim to better understand the reservoir and to test alternative well configurations and completion methods. This will form the basis for a potential full field development decision in 2019. A full field development will involve an extensive drilling program of 500 to 900 wells and construction of processing plant, pipelines and utilities.
Statoil Russia AS is responsible for sourcing and filling the position of Compliance Officer in LLC Sevkomneftegaz.
The company and the position is located in the city of Gubkinsky.
Ensure full implementation of the Anti-Corruption Compliance Program as decided by the Board of Directors in LLC Sevkomneftegaz. The anti-corruption compliance program consists of the Code of Ethics, the ABC policy, the Ethics Carter and the Integrity Due Diligence procedures and any other documents the Board of Directors implement to ensure compliance with Anti-Corruption legislation or Trade Restrictions
Devise and execute specific programs or actions necessary to effectively implement the Anti-Corruption Compliance program
Make proposals to the General Director and/or LLC Sevkomneftegaz’ Ethics Committee on all matters related to the Anti-Corruption Compliance Program
Conduct regular compliance risk assessment related to anti-corruption and trade restrictions and prepare quarterly reports to the LLC Sevkomneftegaz Ethics Committee
Plan and execute regular and periodic training for LLC Sevkomneftegaz employees, agents service personnel and relevant suppliers
Plan and control the implementation of the Integrity Due Diligence of third parties in accordance with the Integrity Due Diligence procedures
Report on implementation of the Anti-Corruption Compliance Program and on matters of concern to the General Director and the LLC Sevkomneftegaz Ethics Committee
Prepare and issue guidance on procedures to LLC Sevkomneftegaz employees related to matters involving the Anti-Corruption Compliance Program and Trade Restrictions
Respond to inquiries by LLC Sevkomneftegaz employees regarding any aspect of the Anti-Corruption Compliance Program
Prepare the agenda for, and participate in the LLC Sevkomneftegaz Ethics Committee meetings
Ensure that proper records related to the Anti-Corruption Compliance Program and decisions related to Trade Restrictions are maintained in LLC Sevkomneftegaz
Procure the assistance of service providers and/or a partner holding an interest share in LLC Sevkomneftegaz to assist in the performance of his/her duties
Participate in investigations and timely report to the General Director and/or LLC Sevkomneftegaz’ Ethics Committee any information or allegations concerning violations of the Anti-Corruption Compliance Program
Regularly connect with the Compliance network in Statoil and participate in training provided by Statoil and give and receive updates
Minimum Education: Bachelor degree (law, finance, auditing)
3+ years of experience as a professional within the areas of law, finance, audit or controller position. The successful candidate will be able to demonstrate experience in implementing and maintaining anti-corruption and trade restriction procedures in an organization
Native speaking Russian
Excellent English skills (oral and written)
